What is the issue when the pool has a strong smell of chlorine?

There has always been a misconception of people thinking that the pool is over chlorinated when there is a strong smell of chlorine. The fact is that it smells like that because there is not enough chlorine to neutralize the ammonia in the water which causes the smell.
